For a business, the priority list is usually the cash point, the entrance, the stock area and the loading or back door.

A visible monitor at the counter is a genuine deterrent and also lets staff confirm the system is recording.

Consider access control on stock rooms and offices. Knowing who opened a door and when is often more useful than video alone.

Plan retention around your own review cycle. Many incidents are only discovered days later, so 15 to 30 days of footage is a reasonable target.
